I was disappointed whenI tried to apply this with wet hands to my face and I got no foaming action. I finally figured out that you have to apply this to a dry made-up face with maybe a drop of water on your fingers, then it foams. It does a great job at removing makeup with no eye irritation but the low-foaming level is a mental block for me.
