Since I was an AVON representative, I decided to give this product a shot at my eternally dry hand cuticles. It really moisturizes. but like anything applied to your hand, it'll wash off with water. It is a creme with dimethicone that helps aid in softening the cuticles. I use it about twice a day..usually once before going to bed and I wake up with soft cuticles. I gave it a 4 because its not such a miracle, but at least the price is reasonably cheap.
