The $8.99 was for 28 pillows and the storage container. Refills are cheaper, but I can't remember the price. The pillow is nice, you activate it with warm water. One side is very soft and the other side is supposed to be a rough side, it actually resembles the buf-puf texture..however it is very soft so you won't damage your skin. This face pillow removes my foundation nicely and leaves my face feeling clean and refreshed.
