This is a liquid foundation. In my experience, "liquid" has held as many different meanings as there are makeup manufactureres. This foundation is extremely "liquidy," actually, runny. It does not conver very well either. However, it's ingredients really are safe for those seeking a truly oil-free foundation. Because of it's sheerness, it is supposedly designed for the wearer to build up more coverage if needed, but my skin is somewhat sensitive from the Vitamin-A gel I use on my facial skin, and reapplying this foundation several times is irratating, and is not worth the time and so-so results. If you would like sheer coverage, and have normal skin, this might be an ok foundation. Otherwise, make sure the store you buy it at has a return policy.
