This liquid is supposed to be used with powder eyeliner to transform it into eye liner. So you use it instead of water. It actually does keep eyeliner/shadow in place longer than using plain water. However, you must be careful not to use to much because it will irritate your eyes. But this product will help to keep eye shadow in place as eye liner longer.
