I have used this dry and it blends nicely and is a smooth matte texture. I just started using it wet and what a pleasant surprise! I expected that the shadow would cake or turn hard, but it didn't! In fact, water didn't alter it at all!! When you apply it damp, the color turns slightly deeper and its still easy to blend. I will definately get more colors in the future.
