I've seen it on the German and international lancome site, but not on the US site. I didn't see any prices except in the magazine I'm reading € 30,50 which is very expensive.

I don't know what the "spectular effect" is, I guess the shimmer?

I don't have and wear eyeshadow at the moment but if I did this price would be too much.
